Background
The International Livestock Research Institute (ILRI) seeks to recruit a Monitoring and Evaluation Expert to lead the monitoring, evaluation and learning component of a livestock technology up scaling program in the regions of Sikasso, Mopti and Timbuktu of Mali.
ILRI works with partners worldwide to enhance the roles that livestock play in food security and poverty alleviation, principally in Africa and Asia. As part of the Mali Feed The Future livestock value chain component – Livestockfor growth in household incomes, nutrition and for national gross domestic product growth-, ILRI is leading a program entitled Feedthe Future Mali Livestock Technology Scaling Program or FTF-MLTS.   The overarching goal of the program is to contribute to the inclusive growth in ruminant livestock value chain for increased income, food and nutrition security through the scaling up of productivity enhancing technologies among ruminant livestock keepers and other value chains actors in the Mali regions of Mopti, Timbuktu and Sikasso.
Responsibilities
– Together with implementing partners, oversee and coordinate the  design and implementation of the monitoring and evaluation framework  for FTF MLTS program aligned with USAID FTF  indicators;
– Support the design and monitoring of measurable capacity development indicators aligned to USAID minimum requirements. 
– Train project partners on the implementation of the monitoring system, in particular the use of data collection forms and reporting formats, and provide on-going coaching support through regular site monitoring visits for quality control and timely problem solving.
– Contribute to the design of evaluation frameworks, survey instruments (including both quantitative and qualitative methods), sampling strategies and other protocols for collection of M&E data.
– Together with other team members and implementing partners, supervise and monitor field data collection – including training of enumerators and instituting quality assurance standards and checks
– Work with the data systems manager and higher level M & E team at ILRI headquarters to incorporate M&E indicators into the overall program data platform.
– Contribute to analyses of monitoring and impact assessment data using qualitative and quantitative methods.
– Contribute to the production of M&E reports, annual reports, policy briefs, peer reviewed articles and other technical and scientific publications in collaboration with program staff and other ILRI scientists;
– Oversee impact analysis in the areas of private sector development and investment facilitation.
– In collaboration of implementing partners, prepare and conduct trainings on monitoring and evaluation topics for staff and program clients.
– Ensure M&E data management systems are utilized, updated regularly, and managed properly.
– Report on progress toward program targets from performance measurement indicators.
Requirements
– MSc. in Agricultural or Development Economics.
– Minimum of seven (7) years of progressive professional experience in monitoring and evaluation of international development projects.
– Experience working in livestock development or other agriculture-related projects is highly desirable.
– Experience applying monitoring systems in agricultural development projects necessary.
– Skills in quantitative data collection and analysis are required. Candidates should be highly organized and able to regularly present performance results from the program in a clear manner.
– Knowledge of different M&E tools, approaches, and methods in addition to experience working with grant making organizations.
– Fluency in both French and English is required;
– Good understanding of impact, monitoring and evaluation theory and applications extending to study design as well as quantitative and qualitative analytic methods.
– Knowledge of statistical packages for data analysis.
– Experience in producing project reports and training manuals.
– Ability to work under pressure, meeting tight deadlines without compromising the quality of deliverables.
– Ability to prioritize tasks and able to work with little or no supervision.
This is a nationally recruited position. ILRI offers a competitive remuneration commensurate with skills and experience.
The appointment will be for a period of two years, inclusive three months’ probation, with a possibility of extension contingent upon performance, continued relevance of the position and available resources.
The duty station will be at ILRI office in Bamako, Mali.
