Brief Description of Position: The Project Management Specialist (Rule of Law) is a key member of the PDG team, providing leadership in the design, implementation, monitoring, and evaluation of the rule of law and security sector portfolio. The incumbent serves as an expert in the Malian legal and security sector system for the USAID mission. This professional will manage/monitor complex activities requiring a high level of technical and professional knowledge. The Specialist (Rule of Law) will lead or help lead in the conceptualization, planning, managing, budgeting, and evaluation of rule of law programming to include developing concepts and ideas which, after Mission review, may become activities of the USAID/Mali PAG portfolio. The Specialist (Rule of Law) may also be called upon to assist in the design, monitoring and evaluation of other democracy and governance activities in Mali. The Project Management Specialist (Rule of Law) shall perform his/her responsibilities under the direct supervision and in close coordination with the PDG Office Director.
Minimum Qualifications: To be considered for this position, applicants must meet the minimum qualifications.
Possess Malian citizenship or local residency at the time of application;
A university degree in the following field is required: law, democracy and governance, international
development, international relations, political science, public policy, public administration..
Minimum of five years of experience practicing law or working in the legal field or working in the field of public administration or non-Government institution focusing on justice or citizen security, international management or implementation of complex governance programs is required. Experience in rule of law programming and practical experience with courts, judicial reform, access to justice programming or security sector reform is desired.
Fluent (level 4) in English and French. H/she must be capable of drafting error-free routine correspondence and translations in English and French.
