Mali Service Center (MSC) is recruiting for his office three positions.
Positions: Senior Accountant, Accountant and Administrative Assistant
Organization: The Mali Service Center (MSC) was established by the Government of Mali to operate as an independent service center for the financial and administrative management of research funding provided to the University of Sciences, Techniques and Technologies of Bamako (USTTB) or other entities within Mali by the U.S. National Institutes of Health (NIH) and other international donors.
MSC is hiring for a seasoned Senior Accountant, an experienced Accountant and a polished administrative assistant professional to join its team. These are direct-hire, full-time positions whose salaries commensurate with educational background and experience. The incumbents must have experience working in Mali. Malian candidates are preferred.
Senior Accountant
Duties and Responsibilities:
The Senior Accountant is the point person in managing operating advances funded by TMG or various partners. The Senior Accountant’s functions include:
Ensures that all the programs have properly approved budgets and receipts and that all advanced funding is properly accounted for every month.
Has a supervisory role to play in that she/he serves as the payment officer for all accounts at the MSC, as such approves and prepares payments on behalf of the other accountants.
Prepares journal entries and reconciliations for monthly general ledger closure.
Manages advance accounts for each of the programs, ensuring that prior month unjustified advances are reduced from current month requests.
Assists in the preparation of monthly financial reports and accompanying schedules, worksheets and narratives, including “Budget vs. Actual” variance reports.
Key Qualifications:
Bachelor of Science in Accounting or equivalent
5 to 7 years progressively responsible experience in accounting, preferably with US Government or other International development Donors.
Demonstrated ability to work with diverse populations and staff including interacting with a wide range of people from policy makers, administrators to scientific researchers.
Knowledge of SAGE SAARI 100
Excellent computer skills required in Word, Excel and Outlook.
Must be fluent speaking/reading/writing English and French.
Accountant
Duties and Responsibilities:
The primary responsibility of the Accountant is managing all tasks related to the University of Sciences, Techniques and Technologies of Bamako (USTTB) Personnel Contract and is the point person responsible for managing DEA or Non NIAID grants. The Accountant’s functions incudes:
Ensures that proper procedures are followed in the submission of receipts, including the procurement and approval process are respected.
Provides accounting assistance and financial analysis to some non-NIAID projects.
Manages the payroll for USTTB Intramural researchers based at the International Center for Excellence in Research (ICER) and DEA projects and manages the payroll system and database.
Reconciles operating advances accounts with submitted receipts, providing detailed guidance to the Chief Accountant and Senior accountants for all projects
Provides training to users of MSC services, who have administrative or fiduciary responsibility of funds
Assists the chief and senior accountants with various miscellaneous tasks including assisting with filing, managing payroll, drafting cover memos for accounting reports and other tasks as needed.
Key Qualifications:
Bachelor’s degree in accounting, business or equivalent
4-5 years accounting experience preferably with US Government or other International Donor development programs.
Proficient communication, interpersonal, analytical and organizational skills.
Should possess self-management skills and ability to work with limited supervision.
Demonstrated ability to work with diverse populations and staff including interacting with a wide range of people from policy makers, administrators to scientific researchers.

Administrative Assistant
Duties and Responsibilities:
The Administrative Assistant provides both procurement and secretarial services for the Mali Service Center and its clients. The incumbent, under the direct supervision of the MSC Operations Manager, is responsible for many of the administrative support services that the MSC provides, including local and international procurement, travel assistance, customs clearances and reception and secretarial services when in the MSC office. Specific responsibilities include:
Ensures the application of the MSC Procurement Standard Operating Procedures when assisting in the purchasing of materials available on the local market, including price quotations, purchase orders, delivery, and manages the procurement files for the MSC.
Coordinates all travel assistance provided by the MSC, including liaising with travel agents and airlines to secure plane reservations and tickets, providing per diem calculations and hotel accommodations and securing visas and insurance for travel for all clients with approved travel documents.
Serves as the direct supervisor of the Driver-Office Assistant and the Cleaner, ensuring their compliance to their respective Job Descriptions and their regular work plans.
Provides assistance to various programs in staff recruitment process.
Receives and redirects all incoming telephone calls
Assists the MSC management team with other miscellaneous tasks, as needed.
Key Qualifications:
Associate’s degree in office administration, finance, or accounting, preferred
5 to 6 years providing administrative support to a Financial/Accounting company
Excellent, Word, Excel, Outlook skills
Excellent in typing and writing
Strong time management skills and capable of handling difficult situations
Good knowledge about how to interact with a diverse array of clients.
