I. RESPONSIBILITIES
Within the delegated authority and under the supervision of the Chief Engineer and the Regional Engineering Officer, the Contractor will be responsible for the following duties:
Construction management and Project Management of Civilian and Integrated Camp constructions at different MINUSMA Camps in Mali. As recommended by DPKO, DFS (Guidelines Ref. 2014.17, Governance of Major Construction Projects in Field Missions, dated 01 October 2014), the project management of such projects is contracted out to Consultants/Individual International Contractors (IIC’s) and these projects require a technical team with multidimensional skills in the field of construction and project management in general and also demand demonstrated experience in diverse mega construction works.
Thus, the IIC will be responsible for project management, detail design, quality control, documentation, coordination meetings with all role players, data management and ensuring that benchmarks and set timelines are met. The IIC shall be responsible for project management of MINUSMA camps in a location to be assigned with the following specific tasks:
• Provide overall technical assistance to MINUSMA construction projects, from their planning to their implementation and monitoring.
• Monitoring and evaluation of activities, translating this information into internal and/external reports on a monthly basis; and providing other technical and management support to senior staff, as and when requested.
• Design assigned MINUSMA camps and ensure product is in accordance with the requirements for completeness, accuracy, constructability and compliance to Mission requirements.
• Provide feasible building systems that employ standard construction techniques following established design parameters.
• Design, review specifications, construction method, etc. for bridges and cross drainage structures that may be constructed on MINUSMA supply routes on monthly basis.
• Raise the MINUSMA’s engineering staff awareness on international standards for structural design, construction and maintenance on a full-time basis with specific reference/focus to an assigned MINUSMA Camp(s).
• Develop and implement a quality assurance program for all works ensuring compliance with design standards within two months of appointment.
• Develop operations and maintenance (O&M) manuals for future maintenance of facilities and infrastructure within three months of appointment.
• Prepare training programs for effective implementation and O&M including training modules, training plans and organize and conduct the same within two months.
• Set up systems and procedures for program management, implementation and monitoring of progress within six months
• Review the construction schedule on a weekly basis to monitor progress, verify sequence of work, and make adjustment to return to baseline schedule before problems translate in major delays.
• Verify that all tests are performed according to the contract documents and that the responsible parties keep proper records and report test results.
• Maintain daily presence at assigned MINUSMA construction site(s)/Camp.
• Observe and report contractors’ work quality compliance as per contract guidelines, including completion of required forms, adhering to agreed work procedures and any other work modifications that are agreed on bi-weekly.
• Participate in, observe and accurately record and report all field quality testing of installations on weekly basis.
• Monitor and ensure that all agreed work safety precautions (measures) as per the contractors’ approved safety plan are fully implemented by the Contractor(s) and report on any breaches.
• Immediately report on any operational issues that affect or might affect the normal construction works, related materials, machinery, tools and other none MINUSMA related activities.
• Observe record and report any environmental issues that are affecting or might affect the surrounding area such as wastewater leakages or any stagnant water that relates to any flawed implementation.
• Request, check and report if do not have record keeping or maintain proper construction documentation (drawings etc.).
• Participate in monthly project related meetings and coordination activities and report on the outcomes.
• Ensure that engineering works (civil, electrical) are completed on schedule in accordance with the scope of works, planning and contract documents.
• Conduct monthly joint inspections to control all construction activities on site, approve work certification, invoices, as-built drawings accordingly.
• Analyze and advise on the planning, design, construction and maintenance of major systems and facilities such as buildings, roads, bridges, airfields, helipads, waste disposal systems, water treatment facilities, and related structures and other engineering activities in the field.
• Evaluate, review and revise project documents, and analyze design specifications included in project proposals for accuracy, soundness, feasibility and cost.
• Recommend solutions to unusual engineering problems.
• Calculate stresses and strain affecting proposed structures, considering such factors as estimated load, water pressure, wind resistance, soil characteristics, temperature fluctuations and nature of building materials to be used.
• Keep abreast, through relevant engineering literature, of significant trends and the development of improved methods and equipment.
• Ensure that MINUSMA assigned camp(s) project is achieved within timelines planned, executed as planned and with the right materials and equipment.
• Provide adequate support to the MINUSMA engineering units and the contractor to ensure that construction works are carried out as specified in the scope of works and within agreed timelines.
• Ensure coordination between all involved parties so that construction works are carried out effectively and in timely manner.
• Ensure all necessary project records are maintained for proper monitoring, control and reporting.
• Ensure O&M is well developed, and all necessary trainings completed.
• Set up a working monitoring and control system

III. QUALIFICATIONS & EXPERIENCE REQUIRED
Education: Advanced university degree (Master’s degree or equivalent) in Civil Design Engineering, or another related field. A first-level university degree in combination with ten years qualifying experience may be accepted in lieu of the advanced university degree.
Experience: A minimum of seven years of progressively responsible experience in Civil Design Engineering or related area. Qualifying years of experience are calculated following the receipt of the required level of university degree recognized by the United Nations.
Language: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required. Knowledge of oral and written French is desirable.
