PURPOSE OF DIVISION:
The Human Resources and Organisational Development Division manages the organization’s continuous learning and improvement processes. It does so through providing comprehensive Human Resources services and through its evaluation and audit functions. Equally importantly, this division inspires IRW colleagues anywhere to contribute to the development, deployment and pro-active monitoring of IR’s organisational strategy, policies and processes – which are all dynamic, inclusive of IR’s partners, stakeholder focussed and regularly reviewed and updated. |

JOB PURPOSE:
To provide administrative support to the Head of Support Services in ensuing that the overall objectives of the department are achieved. To provide support to the HR Advisor in developing and implementing HR system, policies and procedures, as well as completing the HR administrative work |
KEY WORKING RELATIONSHIPS
Has regular contract with all line managers, and staff across the organisation and a strong advisory role and working relationship with senior line managers.
To communicate effectively and systematically across the organisation and to actively support cross organisational processes.
SCOPE AND AUTHORITY
Scope of the Role:
The Human Resources Coordinator reports to the Head of Mission, they have autonomy and responsibility to plan and manager their own work load in accordance with Human Resources guidelines and employment legislation.
Responsibility for Resources:
Information resources (filing, maintain data bases, publications, archiving and reports)
Assure the quality of activities and services.
KEY ACCOUNTABILITIES
The job holder is accountable for fulfilling his or her roles and responsibilities in line with Islamic values and principles of fairness, humanity, honesty, respect and fair treatment of his/her colleagues and staff.
The management of a comprehensive recruitment & payroll functions by:
- Overseeing the full recruitment process within IR Mali, ensuring that all legal requirements are adhered to, including Apprentices, Graduates together with the Volunteer and Work Experience scheme.
- Providing professional support and advice on recruitment and departmental managers and advise them on best practice.
- Assisting with preparing job descriptions and person specifications with Recruitment Managers.
- Assisting with the screening of application forms and short listing applicants.
- Devising, running and evaluating selection processes including interviews, psychometric tests, personality questionnaires.
- Coordinating with all relevant departments to manage IR-Mali payroll system ensuring that IRT staff are paid in a correct and timely fashion.
- Contribute to preparing the staff handbooks to ensure that the workforce is aware of company policies
- Maintain a database of existing and prospective volunteers, work Experience candidates.
- Oversee absenteeism , advising line managers on sick absence issues and recommending action to reduce absenteeism including advising on Occupational Health reports.
- Participate in reports as and when required.
- Prepare reports on sick absence, turnover, trends, recruitment costs and any others as required
- Research and complete projects as and when required.
- Prepare Redundancy calculations as and when required
- Support staff to get legally required paperwork for employment/work in Mali
Other:
- To ensure and proactively promote and foster a culture in which Islamic principles, values and approaches which are adopted by IR are consistently respected, applied and complied with in the delivery of the country / division / unit objectives and in the conduct of its employees.
- Responsible for maintaining own professional development.
- Support the HR Assistant as required.
- Maintain and update Human Resources system.
PERSON SPECIFICATION
It is essential that the post holder shows a good understanding and empathy with the Islamic values and principles as well as commitment to IRW’s vision and mission. This section should detail the requirements of the role in the following sections:
Knowledge, Skills and Qualifications
- Proven personnel experience and or CIPD qualification.
- Demonstrated experience in providing a wide range of personnel services to a high standard including recruitment and retention, equal opportunities, disciplinary action, advice to manager e.g. on sickness, redundancy issues.
- Ability to plan, prioritise, implement and meet targets in a pressurised environment whilst producing accurate work with minimum support
- Ability to advice Managers and employees on HR matters based on national Law and IRW HR policy
- Sound knowledge of employment law and its practical application in the specific context.
- Knowledge of payroll systems
- Good knowledge of HR input to change management processes
- Well developed IT skills and knowledge of Microsoft office in particular Microsoft Word & Excel
- Ability to supervise junior staff
Experience
- Experience of undertaking a range of tasks requiring a high degree of discretion, sensitivity and negotiating skills.
- Experience of working independently and on own initiative
