Job Title: Finance Coordinator
Reporting to: Finance Manager
Line Management: Finance Assistants (Bamako, Ouelessebougou & Douentza Office)
Duty station: Position is based in Bamako. However management reserves right to deploy to any field office on temporary basis with specific Terms of Reference.
Key Role & Responsibilities:
A- Operations
– Receive, Review and analyse day to day invoices from vendors and process payment complying with contractual obligations, local laws, Islamic Relief policy and donor guidelines.
– Ensure that all due taxes from vendor payments are properly calculated, deducted and deposited in Government treasury on timely basis.
– Review contracts drafted by procurement to ensure that they comply with legal requirements as well as IR procurement policy.
– Ensure all advances issued to staff are complying with the objectives of projects and their settlement is done on timely basis.
– Ensure that vendor periodic payments are processed in line with project budgets.
– Approve & posts expenses and payments in System raised by field finance assistants.
– Ensure that petty cash is maintain on imprest system and petty cash expenses in office are recorded on timely basis while complying with policy and reasonable balance is available in hand at all time.
– Ensure that staff expenses are processed in line with project budget as well as policy.
– Ensure that vendor balances & Accrual statement is prepared & reconciled on periodical basis.
– Collect monthly payroll data from HR and review it in line with legal as well as projects requirements.
– Ensure that all legal contributions of payroll are properly deducted and deposited in Government treasury on timely basis.
– Ensure that all bank & cash accounts are reconciled in system on periodical basis as per IR policy.
– Supervise & review the work of finance assistants’ work in Bamako & Field offices of IR Mali.
– Receive funds transfer requests from field offices and transfer funds on timely basis with due approval.
– Ensure that appropriate liquidity is maintained at field offices.
– Ensure that all financial data is regularly archived as per IR policy.
– For all closing projects, ensure that all expenses are recorded on timely basis and no budget line is underspent/over spent beyond acceptable limit.
B- Budgeting ,Reporting & Audit
– Provide monthly project budget vs actual to project managers/officer and provide advice on budget lines where there is any critical issue of over/under spending.
– Provide support to project officers in budget preparation for donors as per desired templates.
– Draft donor reports for projects within agreed time frame.
– Provide support to Line Manager in monthly reports.
– Provide support to Line Manager in drafting annual accounts of IR Mali
– Make necessary arrangements and provide documents to auditors to accomplish the assignment for annual accounts as well as project accounts.
C- Procurement & Management
– Participate in procurement committee meetings and provide valuable inputs to ensure that all process take place in transparent manner and complies with IR procurement policy as well as donor requirements.
– In the absence of Finance Manager, participate in management committee meetings and provide value able inputs for smooth running of organizational business.
– Represent IR Mali in meetings with Islamic Relief Worldwide & other stakeholders and provide feedback where required.
D- Capacity Building
– Participate in training organized by Islamic Relief
– Provide orientation& trainings to IR staff about IR Mali financial policies and procedures.
Any other task assigned by Line Manager.
Persons Specification:
– Ideal candidate should be sympathetic to Islamic Relief values.
– Willing to work in challenging environment and adhere deadlines
– Hold a Master in Accounting & Finance or education from a professional accounting body
– Fluent in English & French
– 4-5 years Working experience with INGO in finance department
– Good knowledge of MS Office(Excel, word)
– Demonstrated knowledge of donors’ guidelines and financial reporting like ECHO, EC, SIDA and UN Agencies.
– Committed to meet deadlines.
– Willing to Travel to program areas of Islamic Relief
– Work experience in ERP environment will be an added advantage
