Team Leaders (TLs), Mali MEL Platform – Evaluation and Survey Services

We work across all development sectors, including democracy and governance, health and education, the environment, and economic growth. Since 1997 we have worked in over 100 countries for clients such as US government agencies, bilateral donors, multilateral development banks, foundations, and nonprofits. On November 10, 2022, USAID/Mali awarded the five-year Monitoring, Evaluation, and Learning (MEL) Platform contract to Social Impact. 

Programmatic Context

Since September 2022, USAID/Mali has been operating under a new five-year Country Development Cooperation Strategy (CDCS) that features an integrated approach to two Development Objectives (DOs), improved governance for stronger democratic institutions (DO1), and solidified and deepened development gains in targeted areas (DO2). The new strategy represents a deliberate effort to break down barriers between humanitarian and development assistance to maximize the short- and longer-term benefits of USG investments. A Special Objective (SpO) targets improved outcomes across the humanitarian, development, and peace (HDP) nexus to save lives and increase resiliency.

The new Strategy will be monitored for 1) the success and progress at the DO, SpO, and Intermediate Results (IR) levels, and 2) strategy assumptions and risks. The new USAID strategy also has moved from a fixed, ‘solid state’ approach to a dynamic, scenario-based approach that accounts for the exigencies of a highly fluid operating environment and better enables strategic program pivots in response to rapidly changing conditions. 

Project Objective

The purpose of the Monitoring, Evaluation, and Learning (MEL) Platform is to provide technical and advisory services to design and carry out various monitoring, evaluation, and learning activities for USAID/Mali. The MEL Platform will assist USAID/Mali and its partners in generating empirical data and fostering learning and knowledge management through a participatory process to support stronger results and improve evidence-based programming. These efforts will facilitate informed program management decisions, shape the longer-term strategic direction of programs and decision-making within the Mission, and enable USAID/Mali to comply with USAID’s monitoring and evaluation guidance as mandated in the Automated Directives System (ADS), especially in ADS 201.

The MEL Platform has three major components. This call for resumes/CVs focuses on Component II of the MEL Platform, Evaluation and Survey Services (ESS). Under this component, SI will conduct various Surveys, Performance and Impact Evaluations, Assessments and Special Studies.

  • The surveys will consist of baseline, midline, and endline at the IR and Projects levels of the USAID/Mali CDCS. Year 1 Surveys include:
    • Baseline Survey at the USAID/Mali Strategy Level
  • The midcourse or final performance evaluations will focus on descriptive or normative questions exploring what a particular program or activity has achieved. SI will perform performance evaluations using qualitative and/or quantitative data collection and analysis methods. Year 1 Performance Evaluations include:
    • Final Performance Evaluation of USAID/Mali Peacebuilding, Stabilization, and Reconciliation activity
    • Baseline for Performance Evaluation of the USAID/Mali Anka Jiko WASH activity
    • Baseline for Performance Evaluation of the USAID/Mali Education activity – TBD
  • The impact evaluations will measure the change in development outcomes attributable to a defined intervention or a set of interventions under the USAID/Mali CDCS. They will be based on models of cause and effect and require a credible and rigorously defined counterfactual. The central objective is to control factors other than the interventions that might account for the observed changes. Year 1 Impact Evaluations include:
    • Baseline for Impact Evaluation of the USAID/Mali Doniya Taabolo Education activity
  • The assessments and special studies that SI will carry out on specific sectors will help USAID/Mali and its partners to understand the economic, social, and political context under which the CDCS interventions operate. Year 1 Assessments and Special Studies include:
    • Disability Prevalence Assessment on School-Age Children 

Position Description

SI is seeking high caliber Team Leaders (TLs) to carry out evaluation work under the USAID/Mali CDCS interventions mainly in Agriculture and Economic Growth (AEG), Peace, Democracy, and Governance (PDG) including security, and peacebuilding, in health, education and WASH sectors. This call for resumes will establish a roster of high caliber Team Leaders on demand for upcoming Evaluations and Survey Services (ESS) activities under the MEL Platform. 

Responsibilities

  • Under the supervision of the MEL Platform Chief of Party (COP) in Mali, work directly with the evaluation Project Director (PD) at SI-HQ, and the Senior Evaluation Specialist (SES) at field level to design and implement the evaluation/study
  • Lead the development of the evaluation design including methodology, instruments, and work plans
  • Perform desk review and identify additional information required for analysis
  • Coordinate and oversee the evaluation team members locally hired to conduct data collection and analysis, for the evaluation/study
  • Coordinate and oversee the work of the local data collection firm mobilized to support data collection including in hard-to-reach areas
  • Provide technical oversight and coordinate team’s processes for cleaning and analysis of qualitative and quantitative data
  • Lead the preparation and presentation of the evaluation design, key findings, conclusions, and recommendations to USAID together with the evaluation/study team
  • Write the draft evaluation/study report with support from the team members, taking into consideration feedback from presentations and workshops
  • Respond to comments on the draft report and prepare the final report
  • Work collaboratively with team members throughout design, implementation, analysis, and report writing to complement each other’s areas of expertise

Qualifications

  • Master’s degree (PhD preferred) in economics, statistics, business administration, social science, or related areas
  • Minimum of 10 years of field experience managing projects, programs, and evaluations in the Agriculture and Economic Growth (AEG), Peace, Democracy and Governance (PDG) including security, and peacebuilding, in health, education, or WASH sectors
  • Demonstrated extensive experience leading large, complex evaluations of USAID projects utilizing both quantitative and qualitative methods
  • Advanced knowledge and skills in program performance and/or impact evaluation and/or research/specials studies design, methodology, and processes
  • Excellent analytical skills and demonstrated expertise in planning, facilitation, and consensus building
  • Excellent interpersonal skills, including experience successfully interacting with USAID, Implementing Partners, host government officials, civil society partners, and other stakeholders
  • Excellent team leadership and management skills
  • Excellent organizational skills and ability to keep to a timeline
  • Professional level English required; French proficiency is strongly preferred
